Recommended discount shape: a one-time rate/headline discount on this member's first treatment. Per Guidelines.md:207–209 a rate discount is config-only and ships same-day, while a waived instalment commits you to lender-side execution at Finfra — and that mechanic already produced an arrears incident (ISS046/042).
